Cancellation Procedure

Face to Face Delivery

Lincolnshire County Council reserves the right to amend or cancel any course, course times, dates or published prices. Any changes will be advised before the course start date and any course already paid in full will not be subject to the increased price.

In the event of there being insufficient numbers booked onto a course Early Years & Childcare Support (EYCC) reserve the right to cancel or postpone the course 7 days prior to course commencement, except for the case of severe weather being forecast when a decision will be made 24hrs prior to course commencement to support the safety of course delegates – in this instance the course will be rescheduled - should a learner not be able to attend the new date they will be offered a credit towards another course (scheduled to be delivered within the same financial year) or a full refund of their booking fee.

It is understood that occasionally applicants may need to alter their course booking to attend on an alternative date. In these cases every effort will be made to accommodate the change if it is outside of the chargeable cancellation period, although please be aware that it may not always be possible.

Your legal right to cancel a contract starts from the date when a booking is made - which is when the contract between us is formed. You have a period of 14 working days in which you may cancel the booking, starting from the day after the day when the booking is made. Working days means that Saturdays, Sundays or public holidays are not included in this period. If your course is due to start within 14 working days of when a booking is made, your legal right to cancel under the Distance Selling Regulations will not apply

Lincolnshire County Council does not accept any liability for reimbursement of any costs incurred whatsoever in relation to its training Courses or events. Where a Course has been cancelled by EYCC, delegates will be offered an alternative date for the same course or a credit towards another course (scheduled to be delivered within the same financial year) or a full refund of their booking fee.

Please Note: Booking fees charged are non-refundable (after the 14 day 'cooling off' period), so should you cancel a place from a course outside of the 48 hour (working hours - see the definition above) cancellation period, no cancellation charge will be incurred but the booking fee will not be credited.

It is appreciated that there may be changes to the settings circumstances last minute e.g. staff sickness, annual leave or illness, Managers therefore may substitute a learner with an alternative staff member up to course commencement if necessary but take full responsibility for ensuring the new learner has all of the necessary course information and completes pre-requisite forms within their learner account, please notify Early Years & Childcare Support by email at eyworkforcedevelopment@lincolnshire.gov.uk if you do want to send an alternative learner in order that registers can be amended accordingly.

All non-attandance / non-completion will be charged at £25 if the required 48 hours (working hours - see the definition above) notice is not provided - LCC finance team will issue an invoice to the setting stating how the payment should be made.

*please note that this is always at Local Authority discretion and will be dependent on the nature of the non-attendance / non-completion and sufficient evidence being presented. Please be advised that it is the responsibility of each delegate to sign the event register (for all events including clusters) to evidence they were in attendance.

E-learning Training

Once an e-learning module has been purchased the manager has made a commitment that the learner will complete the module - once enrolled it is not possible to alter the name of the learner.

Course registration will take place within 10 days of purchasing, please be patient this is not instant and liason with training providers is required.

Once the learner has been provided with course 'log in' information there is NOT the facility to cancel the course as the enrollment key has been 'used'

Should a learner leave the setting after course registration has taken place it remains the responsibility of the Manager to ensure the course is completed prior to their leave date as failure to complete will result in an invoice being raised to the setting that made the booking.

The Workforce Team at Early Years & Childcare Support will monitor the progress of learners who have booked subsidised courses via the Early Years Training Directory.  Theywill contact the Manager / Learner to highlight if a course is not completed and a deadline is imminent, to raise the fact that costs MAY be incurred

There may be the opportunity to request an extension to course deadlines with individual training organisations but could result in additional charges being made by the training organisation that 'owns' the course, in which case these fees will be charged to the setting if a request to activate this is required

All non-completion of subsidised e-learning within the advertised expiry date will result in the setting being invoiced for the non-completion fee of £15.

Non-completion of a course

Please note that non-completion of a course will be invoiced at the same rate as non-attendance, the course times are advertised on the course listing so it is expected that learners are able to attend the full duration. Learners leaving early will be marked as absent and the attendance certificate will not be live for them to access. Of course there will occasions where this is unavoidable but it should be discussed with EYCC before attendance so that a conversation can take place with the trainer in advance to save any disruption during the course - there are no exceptions in the case of first aid and health & safety training.
